The building was designed by the Camden Architects Department, and built between 1973 and 1977. The facia of the building is clad with concrete panels that had become heavily pollution-stained since the building was constructed. The objective of this fast-track project was to clean all elevations of the building and undertake other external fabric repairs and inspections. The deadlines included completing the front elevation in time for the high profile re-opening of the refurbished St Pancras Station.
