Stock Condition Surveys
LiveWest Housing Association needed a reliable picture of the condition and energy performance of approximately 5,000 homes across South West England. Watts was commissioned to deliver a large-scale programme of stock condition, housing health and safety, and energy performance surveys, creating the evidence needed to support future investment and maintenance planning.
Between August 2024 and November 2025, our team surveyed customers’ homes across Cornwall, Devon, Somerset, Wiltshire, Gloucestershire and the surrounding areas. Each inspection captured information on building fabric, individual components, property condition and compliance, supported by photographs and condition scoring.
The programme included Housing Health and Safety Rating System assessments, RdSAP surveys and, where required, Energy Performance Certificates. Estimated investment costs were also recorded to help LiveWest understand potential future liabilities and develop informed component-replacement and maintenance budgets.
Through careful project management, data compilation and quality-assurance auditing, we created a consistent portfolio-wide evidence base. This provided LiveWest with greater visibility of the condition of its homes and a clearer foundation for prioritising planned preventative maintenance, shaping future asset-management programmes and directing investment where it is most needed.
Description of services
- Undertake Stock Condition Surveys across approximately 5,000 homes.
- Complete HHSRS Scoring to identify and assess potential housing hazards.
- Carry out RdSAP Surveys to assess property energy performance.
- Prepare ad-hoc EPCs and Energy Performance Certificates where required.
